The hyperstructure should be able to push all self-interested parties (the state, big tech, ...) to the edge, where they are all on the client side of any such identity system.
The decision to collaborate or transact with a certain person or organization (as proven by the digital identity) should be done dynamically on the edge (the client side).
You are free to disclose a certain part of your digital identity to a certain party (person or organization), when you decide to.
You can make parts of your identity visible to anyone, when you decide to.
Most services (those who are not government regulated like finance) should not require any institutionally provided proof of identity, as people should self-regulate (on the client side) their "valid identity filters".
If you wish to delete one of the proofs associated with your identity, do it, but you might not be able to access some service, which is dependent on this specific proof.
The government is just another trusted identity (categorically an organization) - if the government proves your identity, fine, that is just one more proof of your identity. That could also be done by a company - KYC (also categorically an organization) or some person.
How you personally value these proofs, that is up to you.
What I would not like to happen is that *any* one organization (the government, some company) statically embeds their permission checks or their own "special status" into this hyperstructure.
These should be done at the edge by persons and organizations (companies and institutions).
These digital identities also should not get in the way of P2P communication.

Better go all the way and develop the technology for Frequency Identity Images for secure identification and freedom. I sincerely distrust Sam Altman's "Tools for Humanity" launch of a "retina capturing" Orb as identity verification for his Worldcoin scheme. That kind of device can send "implants" into the brain through the eyes wirhout one knowing it. I have personally participated in a very disquieting experiment of having an advanced rogue implant installed in my brain. It exerts a total control on body, thought and speech. One's brain is taken under control and as soon as you start forming a thought intrusion happens to modify, 'suck up' or permit. Your mouth starts speaking without you deciding and the like. Moreover, your memory becomes an open book. This implant is a rogue reality already at hand. In all the talk about Matrix, Big Brother and AI, has anyone investigated on the SASI: Silicon Alien Super Intelligence that runs the Matrix? The Alien Gremium that controls it and should guarantee us humans and the planets security is eager to "cap" AGI and block ASI in order to continue their Mission of keeping humans in slumber with blocked and conditioned brains that allow them to live in a manipulated and controlled reality. Soul disconnection and captivity is of course part of the scheme. Truly present awakened enmbodied Souls manage to activate their brain capacity and see through the Big Lie. The veil of Maya is torn but still hanging for too many, including those considering themselves enlightened and awakened: a splendid Spiritual Matrix welcomes their 'coming of age'.

We could even have decentralized peer to peer “trust” ratings like on Amazon or eBay. If I met you in person I give you a badge. Or if we did an act of trust together like worked on business etc I can “vouch” for you with a review. The real problem is centralized vs decentralized trust

Here in Switzerland we wisely rejected the creation of a digital identity that would have been licenced and controlled by the state but provided mainly by private companies (https://www.swissinfo.ch/eng/politics/digital-identity-scheme-faces-scepticism-around-data-privacy/46399636).
